Okay, so I talked to the post office folks and this is what likely happened. I sent the letters through as letters and even though they were hand cancelled and marked non-machinable, it's highly likely that they did go through some machines at one point or another. Now, do I buy into that theory? Not entirely but it's the only one that comes close to making sense besides people cut them because they thought the loose packet of tea was weed or something.

Going forward, I'll send them as packages, even if they are in an envelope, which is the safest bet. The folks who paid $2.67 per piece, domestic, did that.

Lesson learned!
