Double decker horse transport was to be banned (horses cannot stand straight up in these, subsequently, they trip, fall and injure themselves), as part of the American Energy and Infrastructure Jobs Act, but there is a last minute amendment put on the table to remove this part from the bill (a Republican, of course).
