Scorp... Just to clarify...no eliquid is "water based". Water is used to thin the mix sometimes but is never the main ingredient. The main ingredients are pg (propelene glycol-used in asthma inhalers) and/or vegetable glycerin with food flavoring and nicotine. Altcigs does list water as one of their ingredients though.
