I don't think the rates are similar.
I am sure that our North American statistics are skewed some with, as you stated, under/non-reporting, but I don't think it approaches the extreme rate of South Africa's level of sexual violence against women--some of the highest in the world.
One of every 17 Canadian women is raped at some point in her life and
one in four will be sexually assaulted, whereas in the CNN article it reads that the government of South Africa noted that 71% of women report having been victims of sexual abuse.
