Look to the bottom of the avatar box where the three symbols are. Click on the scale (middle of the three). A box comes up that you can write in.

One can do a rep and then a thanks. But, you can't do a thanks and then a rep.

You can respond by PM or VM (visitor message).

Only you can see the reps (except Admin, of course).

As a side note, writing mean reps is against the TOS (not that you would, just letting you know).

Yes...and only you can see them. They aren't visible to anyone else.

If you want to respond to them, you need to either post on their visitor page (which is public) or send a PM (private).

Or yanno, find a post the other person has made and rep them. That's also private, and pretty easy if they post in the same thread you do.
