People should pay rent based on how they were able to contribute. Everything has a value system. If your labor has value its consider in your financial contribution. If you have more money then you might have more perks or maybe you don't want to do labor all the time.
I think you could have permanent residents who rent or purchase. They pay a maintenance or club fee in addition. You could also have part time rentals or seasonal rentals, maybe a campground and or bunk houses for people who come to visit.

Hmmmm. Interesting fantasy
Not my usual fantasy but hey, I'll give it a shot. I'm a kick ass mechanic, I can fix anything, do house repairs, build an awesome mancave, can do a lil cooking. Oh and if I have to I volunteer to run the femme side of the jail. Cuz I'm helpful like that. ;-)
