Timed-out means they cannot access the site. They cannot log in although they could anonymously read whatever any guest could.

Time outs are usually for one of two things: spammers (i.e., specific kinds of trolls that just post to get traffic to their website for the purpose of selling a product) or they violated the Terms of Service (TOS). How long is dependent on whether it's a first offense, how many times previous they've been timed out and/or warned and their response to a moderator or admin. (e.g., telling the mod that they should "fuck off and die" usually isn't a good idea )

I reduced it down to 58KB and got it to go. Oh well...
