OVER or under

Over and I'm anal about it
I've been places where it was under and I'd switch it around just to see if anyone notices

Really though, with cats, you learn that under is a no no
They seem to think it's an invite to play when it's flapping around
I always make sure to never leave any hanging because I know first hand the party they will have

Definately over; under has the potential to drag against the wall (assuming a wall mounted holder) and I'd rather not have what might be on the wall on me. Over provides more opportunity to keep it from not touching the wall. Now you knew I would have some kind of logic behind my answer, lol.

Many years ago I had a theory that all femmes liked the toilet paper UNDER.

As I went through various relationships I determined that this theory was incorrect.

However, something that will NEVER change is my commitment to only living with an OVER person. I am very clear on this.

Neither. My toilet paper roll sits on the sink. It is not a rolling thingey. So it doesnt matter if its under or over.
